LCD Monitor?

ok.. so im a complete noob about this stuff.. and am planning to buy a widescreen 19" lcd monitor .. which is the best ? price range b/w $200-250 and i dont know what is contrast ratio,refresh rate,response time ..etc .. so please explain and i dont know what is contrast ratio,refresh rate,response time ..etc .. so please explain im gonna use it for watching movies nd browsing..

1. try to get better than 8ms refresh rate, as you can see jerk in 8ms one Samsung makes a 2ms one but costs a fortune there are 4ms and 6ms around
2. get a 19 samsung. contrast is like how bright it can go. respond rate you dont have to worry unless you play games. 5 sec and under works great.
3. Monitors 101 The bigger the numbers, the better :)
